Two Rapid City Students Among Five Awarded Prestigious Richard Hagen-Minerva Harvey Scholarship

RAPID CITY, S.D. – Five outstanding high school seniors from across South Dakota have been named recipients of the Richard Hagen-Minerva Harvey Memorial State Scholarship for 2025, including two students from Rapid City.

The scholarship program honors enrolled members of federally recognized American Indian tribes who have demonstrated strong personal character, cultural involvement, leadership, and a clear vision for their future educational and career goals.

The 2025 scholarship recipients are Ethan Phelps and Kyra Perkins, both of Rapid City, along with Scarlett Renville of Sisseton, Cole Ducheneaux of Timber Lake, and August Bartels of Winner.

Students in the Black Hills region and throughout the state who receive the scholarship are provided financial assistance for up to four years of postsecondary education. Award amounts include a minimum of $1,000 for each of the first two years, $1,500 for the third year, and $2,500 for the fourth year. The scholarship is a significant boost for Native American students pursuing higher education across South Dakota.
