Republicans and Democrats are digging in for a prolonged fight even as President Donald Trump readies plans to unleash layoffs and cuts across the federal government. Democrats are demanding Congress take up an extension to health care benefits. Republicans are trying to wear them down with repeated votes on a bill that would reopen the government mostly at current spending levels. The shutdown is now in its third day.
