Three arrested after shots fired in Rapid City

RAPID CITY, S.D. – Three Rapid City residents have been arrested after shots were fired from a vehicle in north Rapid City Tuesday night.

At around 11:30 p.m. on April 30, police received a report of gunshots being fired from a white Jeep Wrangler in the 1200 block of Atlas Street. A white Jeep Wrangler had been reported stolen earlier in the week, and police located the vehicle driving near the intersection of E. Van Buren Street and Haines Avenue. Police attempted to pull the Jeep over, but the driver did not stop so police began pursuing the vehicle.

An officer was able to successfully deploy spike strips as the vehicle headed west onto East Monroe Street, and the vehicle came to a stop in the area of West Boulevard and South Street. The occupants were ordered out of the Jeep.

The driver was identified as 20-year-old Jeremy Highhorse of Rapid City, and two other occupants were identified as 19-year-old Arlen Blackburn of Rapid City and 21-year-old Queana Bissonette of Rapid City. Police then confirmed the Jeep was the same vehicle earlier reported stolen, and a search of the vehicle led police to discover a handgun in addition to an illegally altered shotgun, pictured above.

Highhorse was placed under arrest for Aggravated Eluding and Possession of a Stolen Vehicle. Blackburn was placed under arrest for Discharge of a Firearm from a Moving Vehicle, Possession of a Firearm with an Altered Serial Number, and another Pennington County Warrant. Bissonette was taken into custody on a Parole Hold. All three individuals were subsequently transported to the Pennington County Jail.
