Sturgis begins discussion on possible changes to 1984 zoning law

STURGIS, S.D. – Sturgis City leaders have begun discussing possible changes to a zoning law established in 1984.

City staff received the request to initiate a proposed zoning amendment to Title 18, specifically within the Manufactured Home 1 (MH-1) Zoning District, to allow legally-established non-conforming residential structures to be reconstructed or replaced if damaged by more than fifty percent (50%) of their value.

Under current ordinance, non-conforming structures in MH-1 are restricted from full reconstruction when substantially damaged. This amendment would establish clear standards allowing existing non- conforming property owners to rebuild following catastrophic events while maintaining compliance with safety, zoning, and development regulations.

City Administrator Aaron Jordan says the council began discussions at their meeting this past Monday night.

The MH-1 zoning district was established in 1984 with the intent of creating a uniform development pattern for manufactured and modular single-family homes.

Many existing neighborhoods within MH-1 contain stick-built (“site-built”) homes constructed before the MH-1 standards were adopted. These dwellings became legal non-conforming structures at the time of zoning implementation.
