BROOKINGS, S.D. — During the July 2025 meeting, the South Dakota Board of Regents (BOR) reviewed the FY27 budget request for the state’s public university system, emphasizing strategic investment in infrastructure, technology, and student affordability.
The request, shaped by collaborative input from campus leaders and the central office, reflects a targeted approach designed to align with anticipated state budget constraints.
“We recognize the fiscal realities facing our state, and this budget request is a focused, forward-thinking plan to preserve core infrastructure, protect access for students, and advance academic innovation,” said BOR Executive Director Nathan Lukkes.
Budget Request Highlights:
- Deferred Maintenance & Repair: Continued investment is needed to address aging campus infrastructure across all six public universities. Modern, safe, and efficient facilities are vital for supporting student learning and research excellence.
- Academic Building Insurance: As insurance rates rise and campuses modernize, stable funding for building insurance remains a critical component of university operations and risk management.
- Technology Infrastructure: Funding is requested to support critical IT needs, including instructional technology, cybersecurity, and systemwide digital transformation initiatives. This investment ensures the system remains competitive and responsive to the expectations of both students and employers.
“Higher education is one of the most important investments a state can make in its future,” said BOR President Tim Rave. “Our request focuses on sustaining that investment while being mindful stewards of taxpayer dollars.”
