RAPID CITY, S.D. – The Rapid City Police Department is seeking the public’s help to locate an 18-year-old man considered armed and dangerous after a shooting incident early Thursday morning.
Police were called to an apartment complex at 749 E. Anamosa Street around 12:30 a.m. for a report of gunshots. According to the RCPD, officers found bullet holes in the ceiling of a first-floor apartment and additional bullet holes in the floor of a bedroom in the apartment directly above. No injuries were reported.
The investigation determined the shooting followed an assault. Police say Sebastian Waters, of Rapid City, assaulted a woman inside the first-floor apartment. During the assault, Waters allegedly fired multiple rounds into the ceiling before fleeing the scene.
Waters is described as a light-complected Native American male, 5’10” with brown hair and brown eyes. He has a tattoo that reads “MBK” on the right side of his face.
The RCPD warns that Waters should be considered armed and dangerous and should not be approached.
Detectives are actively investigating the incident.
