MINNEAPOLIS - FBI Minneapolis, together with the United States Attorneys for the Districts of Minnesota, North Dakota, and South Dakota, announced results of this summer’s Indian Country operations conducted under the national Operation Steadfast Promise initiative. This initiative reflects the sustained commitment of FBI Minneapolis and the United States Attorney’s Offices to dismantling gangs, cartels, and other criminal enterprises exploiting Tribal lands across all three states.
These efforts rely on long-standing partnerships through FBI-led Safe Trails Task Forces, which unite federal, state, local, and Tribal law enforcement agencies in a coordinated approach to reducing violent crime and drug trafficking in Indian Country to protect and support Tribal communities.
“The work being announced today comes from more than an annual initiative, it’s part of a lasting promise to victims of crime and the tribal communities we serve,” said FBI Minneapolis Field Office Special Agent in Charge Christopher D. Dotson.
Operation Steadfast Promise: This announcement focuses on the period of April 1, 2026, to September 30, 2026. During Operation Steadfast Promise, FBI Minneapolis and our law enforcement partners initiated 234 new federal investigations in Indian Country and made 168 arrests. Prosecutors filed 65 criminal charging documents resulting from investigations submitted for prosecution. FBI Minneapolis’ Indian Country program work resulted in a combined sentencing total of 7,494 months or nearly 625 years, in addition to a life sentence imposed in a murder case and a life sentence imposed in a child sexual abuse case.
Operation Steadfast Promise included four separate initiatives targeting critical facets of violent crime on tribal lands within the three-state area that FBI Minneapolis serves:
· Operation Ballistic Backlog: During this operation, FBI and Tribal partners, supported by resources from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), identified firearms in Tribal law enforcement custody that may be connected to other crimes. This evidence is being examined to produce forensic leads in unresolved investigations. FBI Minneapolis personnel examined 1,407 firearms. As a result of test firing these evidence items, 860 cartridge casings were entered into the ATF’s National Integrated Ballistic Information Network (NIBIN) databases. These entries resulted in 10 NIBIN connections to active law enforcement investigations. This initiative takes advantage of key crime gun intelligence available to investigators to link tested firearms to other shootings. Technical and forensic review of these firearms is ongoing.
· Operation Trusted Trails: During this operation, Safe Trails Task Forces within FBI Minneapolis’ three-state area seized 136 firearms and $199,610.00 in currency. Additionally, investigators seized 115,466 grams of narcotics, including 2.71 kilograms of fentanyl[2]. Operation Trusted Trails is part of a national initiative aimed at identifying, dismantling, and disrupting gangs and transnational criminal organizations trafficking illegal drugs into Tribal lands.
· Operation Not Forgotten: Nationwide results from the fourth year of Operation Not Forgotten were announced in a recent press release from the Department of Justice. Fifteen FBI Special Agents from field offices across the nation were surged to FBI Minneapolis for assignments at six Indian Country Resident Agencies. These Resident Agencies cover 16 federally recognized tribes across the field office’s three-state territory. These resources are part of the FBI’s historic nationwide surge this Summer adding to the 400 personnel already dedicated to Indian Country around the nation.
· Operation Resolute Arrow: Prioritizing our most vulnerable members of society—our children—FBI Minneapolis and task force partners identified 28 child victims of crime and located or recovered 36 child victims on Tribal land within the three-state area. Nine subjects were charged and seven arrests were made during investigations involving physical abuse of a child and 19 subjects were charged or arrested in cases involving sexual abuse of a child.
Each one of these outcomes represents a step toward justice for crime victims in Indian Country and enhanced public safety for all members of these communities. FBI Minneapolis recognizes the enduring challenges facing Tribal communities, and remains committed to working closely with Tribal leadership and law enforcement partners to confront violent crime and disrupt criminal networks on Tribal lands.
The outcomes of the FBI Minneapolis Field Office Operation Steadfast Promise investigations are the direct result of partnerships between FBI, the Bureau of Indian Affairs, Safe Trails Task Force partners, Tribal criminal justice and public safety partners, and the United States Attorney’s Offices for the Districts of Minnesota, North Dakota, and South Dakota.
