Lawmakers Weigh Cuts to Veterans Benefits, Education Program

PIERRE, S.D. (SDBA) — South Dakota legislators considered proposals to reduce state spending on veterans burial benefits and a high school dual credit program in committee hearings Tuesday.

House Bill 1038 would repeal the state’s $100 stipend for headstone etching and $200 for headstone setting for veterans at private cemeteries. Brandy Miesner of the Bureau of Finance and Management said the cuts, totaling $52,700, are needed as “state general fund revenues have not been as strong.”

Miesner said the state veterans cemetery provides a “no-cost burial option” while the federal government offers burial benefits of $978 to $2,000. She asked the committee to support HB 1038 so “state resources are used wisely while still maintaining strong support for our veterans”.

House Bill 1040 would reduce the state’s contribution to subsidized dual credit courses for high school students from 66.7% to 50% of tuition costs. Education groups opposed the measure, saying it benefits families and accelerates students into the workforce.

“If we can fast track some of these kids through their college or tech programs and get them into the workforce, it is a huge benefit for the state of South Dakota,” said Rob Monson, executive director of School Administrators of South Dakota.

Education Secretary Joseph Graves said reducing the state subsidy to 50% will unlikely deter participation and save about $1.1 million. The current per-credit cost is $157.11, with students paying $50.84 and the state $101.70.

A committee member asked for clarification, “So basically what you’re saying is that the cost to the student would go to about $75, $76. Is that correct?”

“Mr. Chair, yes, that is correct,” replied Cody Stoeser of the Department of Education.

Both bills were deferred for further discussion as the 2025 legislative session continues.
