PIERRE, S.D. (SDBA) — The House Committee on Appropriations voted unanimously today (Monday) to defer a bill modifying tuition benefits for dependents and spouses of disabled and deceased veterans.
The committee sent HB 1198 to the 41st legislative day on a 9-0 vote after hearing opposition from Heather Forney of the Board of Regents and Duncan Koch of the Bureau of Finance and Management.
Representatives approved HB 1005, amending it to require the Department of Social Services to contribute $1,000 toward home studies for adoptions. The measure passed 9-0.
The committee deferred HB 1006, which would repeal provisions for state assistance to persons with chronic renal failure.
HB 1013, increasing weights and measures inspection fees, passed 5-4 with Reps. Jack Kolbeck, Erik Muckey, Elizabeth May, and John Sjaarda opposed.
HB 1037 was amended to expire July 1, 2028, and unanimously approved. The bill would repeal the tax collection allowance credit for electronic filing.
The panel unanimously passed HB 1038, repealing provisions regarding state payment for veterans’ burials.
HB 1039, which would have repealed programs reimbursing teachers and school counselors for national board certification, was amended to instead prevent new applicants after July 1, 2025. It passed 8-1.
HB 1040, reducing state contributions to high school dual credit programs, passed 6-3.
The committee deferred five additional bills: HB 1089 (school meal reimbursements), HB 1108 (McCook Lake contingency fund), HB 1159 (municipal gaming revenue), HB 1206 (interim transfers and appropriations), and HB 1081 (precious metals severance tax).
Legislators are facing a hard deadline to get their chambers’ bills out of their committees today so they can be considered on the House and Senate floors for “crossover day.” House bills need to be out of the House, and Senate bills need to be out of the Senate after tomorrow (Tuesday).
