PIERRE, S.D. – Governor Larry Rhoden signed Executive Order 2025-08 today, streamlining state government by rescinding 151 executive orders deemed obsolete. The action impacts the operations of the state, including entities with ties to Rapid City and the broader Black Hills region of South Dakota.

The move, announced October 8, 2025, aims to remove old executive orders that have remained on the books, some of which do not have a set expiration date and require an official act to be removed.

“Our nation was founded on the principle that power comes from the consent of the governed,” Governor Larry Rhoden said. “Executive orders should be used carefully and with purpose. By reviewing and updating existing orders and cutting red tape, we’re ensuring government remains efficient and true to the vision of our Founding Fathers. Our state is freest when the government gets out of the way, and I am keeping that commitment by rescinding old, obsolete executive orders.”

Executive Order 2025-08 targets orders that are no longer essential to the organization or operation of the executive branch, have been permanently codified, or established task forces, committees, councils, commissions, or other groups or entities that are no longer active.

The full list of rescinded orders is detailed in Executive Order 2025-08, available on the governor’s website here. The action is part of an ongoing effort to maintain an efficient government in South Dakota.
