Custer City Council Approves Grant Application, Right-of-Way Vacation, and Other Measures

CUSTER, SD – The Custer City Council convened on April 21, 2025, at 5:30 PM in City Hall Council Chambers. Mayor Robert Brown called the meeting to order, and the Pledge of Allegiance was recited.

The council approved the meeting agenda and the minutes from the April 7th Council Meeting.

Public Presentation

Mike Bielmaier, Custer Ambulance Service Director, provided an overview of the Custer Ambulance District.

Ordinances and Resolutions

  • The council adopted Resolution #04-21-25A, authorizing a Land and Water Conservation Fund (LWCF) grant application for recreational courts by West Dam. The city will provide at least 50% of the project costs.
  • Resolution #04-21-25B was adopted, approving a Right-of-Way Vacation Request adjacent to Lots 2 & 3, Block 30, for applicants Bryan & Christien Hoss.

New Business

  • Gary Placco addressed the council regarding concerns about future water usage from F3 Gold.
  • The council tabled Change Order #1 for West Dam Phase 2.
  • The Custer Community Development Committee’s request to place a 4×8 banner for the West Dam Project at 444 Mt Rushmore Road was approved.
  • The Custer Area Arts Council’s request to place 8 of Colleen Hennessy’s buffalo art pieces along Mt Rushmore Road, with the Arts Council providing insurance, was approved.
  • An application for abatement of property taxes for Elizabeth Studt, due to an assessment freeze correction, was approved.
  • Fred Mills was re-appointed to the Planning Commission for a five-year term.
  • The council acknowledged the 2024 annual report.
  • The council approved the 4.21.25 claims list, totaling $93,863.87, covering various city expenses.

Other Actions

  • The council held an executive session for personnel matters, proposed/pending litigation, and contract negotiations, with no action taken.
  • The council approved hiring Craig Golder as Inter Department Operator with a CDL at $25.21 per hour, effective April 28, 2025, contingent upon successful completion of pre-employment requirements.
  • A step increase for Brian Raber to step 6 at $39.12, effective April 16, 2025, was approved.

The meeting was adjourned at 6:30 PM.

Board of Adjustment Meeting

Following the City Council meeting, a Board of Adjustment Meeting was held. The Board approved a variance to CMC 17.20.090(B), allowing a zero setback for a carport on the south side of 143 S 8th Street for applicant Joseph Ronge III. The Board of Adjustment Meeting was adjourned at 6:35 PM.
