RAPID CITY, SD — Police were dispatched at 5:45pm last night in response to reports of violence at an improvised camp under the I-190 bridge over Rapid Creek. Police discovered two individuals injured who were quickly relocated to the hospital and questioned witnesses, who identified 29-year-old Garrett Otto as prime suspect.
After a search, Otto was located north of the 1000 Block of W. Omaha St. with blood covering his face and hands, and a bloody knife on his person, who witnesses were able to positively identify. Otto was placed under arrest and has been charged with two counts of attempted murder and simple assault, and has been taken to Pennington County Jail.
“Based on information garnered in the ongoing investigation, it is clear all involved parties knew each other through interactions at the improvised camp. Law enforcement remains engaged in proactive measures to address the ongoing issues we are having in relation to the location, to include efforts with partner organizations such as JourneyOn, the Rapid City Public Works Division, Rapid City Parks Department, and the South Dakota Department of Transportation,” Stated RCPD Community Relations Specialist Brendyn Medina in a statement following the incident.
