Over $3.4 Million in Federal Funding Available for South Dakota Homeless Programs

PIERRE, S.D. – South Dakota Housing for the Homeless Consortium (SDHHC) has announced that over $3.4 million in Continuum of Care (CoC) funding for fiscal year 2025 is available to fight homelessness across South Dakota, including the Rapid City and Black Hills area. This funding comes from the U.S. Department of Housing and Urban Development (HUD) and will be awarded through a competitive state and federal application process.

While final amounts from HUD have not been published, South Dakota is required to reallocate over $1 million of its yearly funds to new Transitional Housing and Supportive Service Only projects to meet funding notice requirements.

In total, over $1.8 million is slated to be awarded to new projects this year. Projects that are awarded funding are eligible for annual renewal and expansion on a competitive basis.

South Dakota can also apply for two bonus funding opportunities, each estimated at more than $200,000. One bonus can serve any eligible homeless household, while the other bonus is specifically for programs supporting survivors of domestic violence.

The SDHHC emphasizes the importance for South Dakota partners and communities with the capacity to apply for Transitional Housing or Supportive Service projects. If the CoC does not receive strong applications for these new project types, the FY25 funds will be shifted to other communities and potentially lost in future years.

HUD has set a final application deadline of Jan. 14, 2025. All project applications must be submitted to the CoC by 5 p.m. CST on Dec. 15. The SDHHC is currently finalizing its local competition policy, timeline, and scoring tool for ranking applications.

HUD plans to announce awards in May, with projects scheduled to begin Oct. 1, 2026.

The South Dakota Housing for the Homeless Consortium was created in 2001 to help unify people who provide services to the homeless. Since its initiation, the consortium has received over $39 million in federal funding to provide development, operations, and supportive services to homeless programs statewide.
