Police Search for Suspect After Shots-Fired Incident in Rapid City

RAPID CITY, S.D. — Rapid City police are searching for 22-year-old James Spencer in connection with a shots-fired incident Tuesday morning. Police responded to 102 Waterloo Street for a report of a disturbance and found two bullet holes in the floor of a second floor apartment. Police believe the shots were fired from the first-floor apartment below and after neighbors reported seeing multiple subjects exiting the window of a bedroom, they obtained a search warrant. A search of the apartment turned up 11 firearms, one of them stolen, as well as marijuana, THC wax and THC edibles. Police named Spencer as a suspect in the incident and are looking for him. The investigation into the shooting incident remains active and ongoing.


Nebraska Man Sentenced to 35 Years for Sex Crimes Involving Minor

RAPID CITY, S.D. — A Nebraska man learned his prison sentence on Monday. In April, Sean Carlos Payne pleaded guilty to sexual exploitation of a minor, transporting a minor for criminal sexual activity and failure to register as a sex offender. He admitted to grooming a minor from Meade County, making her believe they were in a consensual sexual relationship. Payne was arrested in Wyoming after the girl was reported missing. A judge sentenced him to 35 years in a South Dakota federal prison along with ten years of supervised release.


Deadwood Sets Recall Election for Commissioner Blake Joseph

DEADWOOD, S.D. — The Deadwood Commission has set a special election date of December 2 for the recall election of Commissioner Blake Joseph. The commission set the date at their Monday meeting following Joseph’s temporary restraining order against City Finance Officer Jessicca McKeown and the city of Deadwood being dissolved at a court hearing Thursday. Joseph’s motion for a temporary injunction against the city was also denied. A petition for Joseph’s recall was submitted Sept. 30 and was verified to have the necessary 170 valid signatures.


Meade County Continues Discussion on Vehicle Weight Ordinance

STURGIS, S.D. — The Meade County Commission Tuesday decided to continue second reading of Ordinance 59 to their next meeting. Ordinance 59 regulates overweight and over dimension vehicles on 20 Meade County roads and has brought a number of concerns from county residents; particularly farmers and ranchers who rely on those roads for their livelihood. The commission has tweaked the ordinance a bit since first reading earlier this month, including exempting fire-fighting vehicles. The commission will take up the issue again on November 12th.


Vice President Vance says troops will be paid as pressure builds on Congress to end the shutdown

WASHINGTON (AP) — Vice President JD Vance says that he believes U.S. military members will be paid at the end of the week as the Trump administration reconfigures funding in the second-longest government shutdown. The pressure to end the shutdown is taking on new urgency. Rep. Lisa McClain, chair of the House Republican Conference, says “this week, more than any other week, the consequences become impossible to ignore.” Millions of Americans face the prospect of losing food assistance. More federal workers will miss their first full paycheck.


A North Carolina man is charged with 4 murder counts after telling authorities he killed his kids

ZEBULON, N.C. (AP) — A North Carolina man who told authorities he had killed his children and that his children’s bodies were in the trunk of a vehicle at his home has been charged with four counts of murder. The Johnston County Sheriff’s Office and court records show Wellington Delano Dickens III was charged Tuesday and is being held without bond in the county jail. The news release says sheriff’s deputies found human remains in Dickens’ garage after he dialed 911 on Monday evening. The sheriff’s office says it believes the dead are Dickens’ biological children ages 6, 9 and 10, as well as his 18-year-old stepchild.


PayPal and UPS help lead US stocks to more records

NEW YORK (AP) — The U.S. stock market pushed further into record heights. The S&P 500 rose 0.2% Tuesday. The Dow Jones Industrial Average added 0.3%, and the Nasdaq composite gained 0.8%. All three indexes set an all-time high for the third straight day. Gains for UPS and PayPal following strong profit reports helped offset losses for Royal Caribbean and D.R. Horton. Moves were relatively modest in the bond market ahead of a few events that could shake things up. That includes Wednesday’s decision on interest rates by the Federal Reserve. Gold’s price continued to struggle following what’s been a stellar year.


Ex-thief says he warned Louvre of security weaknesses around crown jewels

PARIS (AP) — Days after eight pieces of the French crown jewels were stolen from the Louvre, a former bank robber who once toured the now-infamous Apollo Gallery for a Louvre podcast says he warned a museum official of weaknesses in security. David Desclos, a reformed career burglar, told The Associated Press on Tuesday that he warned a Louvre representative years ago that the Apollo Gallery’s street-facing windows and nearby vitrines left treasures exposed to anyone bold enough to climb in. The robbery has led to increased scrutiny and questions about museum security.
