RAPID CITY, S.D. – A man was arrested early Thursday morning following a high-speed incident and crash in Rapid City. Julian Starkey Sr., 29, of Rapid City, was taken into custody on multiple charges, including driving under the influence.
According to the Rapid City Police Department, an officer was on patrol in the 1500 block of W. Omaha Street at approximately 1:20 a.m. when a Mazda passenger vehicle passed the patrol car, traveling at least 20 mph over the posted speed limit. The officer attempted to stop the vehicle, but it continued to accelerate.
Within moments, the officer observed the vehicle lose control, jump the median, and come to rest in the intersection of W. Omaha Street and Mountain View Road. When the officer approached, Starkey was in possession of an open alcohol container. The officer also noted a strong odor of alcohol and slurred speech.
During the interaction, Starkey began fighting with police as they attempted to place him in handcuffs. He was subsequently placed in a WRAP safety restraint device.
Starkey was arrested and transported to the Pennington County Jail. According to booking information from the jail, Julian Nathani Edward Starkey Sr., inmate number 7010823, was booked on August 28, 2025, at 2:43 a.m.
He is being held on charges of obstructing an officer, reckless driving, and open container in a motor vehicle. His court date is set for August 29, 2025, at 10:00 a.m.
