CUSTER, S.D. — The Custer City Council voted to dissolve a downtown Tax Increment Financing (TIF) District at its August 18 meeting. Resolution #08-18-25C, which dissolved Tax Increment Financing District #4, was moved by Councilperson Nielsen and seconded by Councilperson Whittaker. The motion was carried unanimously.
The resolution states that the TIF district was created on September 27, 2007, and that the funds needed to pay off the principal and interest of the loan are expected to be received in 2025. The dissolution of the district is effective December 31, 2025. The area covered by the TIF district includes various parcels and public rights-of-way within the city of Custer.
In other actions, the council approved a delinquent assessment for Ray Plaisted for $506.25. This assessment was made to cover the cost of abating a nuisance and will be filed with the Custer County Auditor’s Office. A second delinquent assessment was not acted upon as payment had been received.
The council also approved a non-subdivision plat for the Weber Tracts and a Christmas Parade request from the Custer Chamber of Commerce. The parade, scheduled for December 6, 2025, will proceed along Mount Rushmore Road. A utility permit for Golden West Telecommunications was also approved.
The meeting, presided over by Mayor Robert Brown, included roll call with Councilpersons Pechota, Jenniges, Ryan, Fischer, Nielsen, and Whittaker present. A budget work session for the 2026 budget was also held.
