The Great STEAM Expedition Showcases the Power of OST Programs

RAPID CITY, SD – The 21st Century Discovery and Club Hub Programs, operated by the Community and Family Services Division of Black Hills Special Services Cooperative (BHSSC) in partnership with Rapid City Area Schools (RCAS), are proud to highlight the positive impact of Out-of-School-Time (OST) learning through a celebration for students and their families: The Great STEAM Expedition, taking place Tuesday, July 15, 2025, at General Beadle Elementary.

This summer event brings together students from across all 21st Century program sites, including Rapid Valley, Knollwood, General Beadle, South Park, Horace Mann, South Middle, and North Middle, for a day of immersive STEAM (Science, Technology, Engineering, Arts, and Math) exploration. This event is an example of the critical role OST programs can play in shaping students’ academic and personal growth.

Making a Measurable Difference
During the 2024–2025 school year, the Rapid City 21st Century Discovery and Club Hub Programs served 1,288 students, supported by an RCAS investment of $1,321,821. These programs go far beyond traditional afterschool care. They provide:

  • Academic support and enrichment
  • Tutoring and homework help
  • Reinforcement of classroom learning
  • STEAM-focused instruction aligned with state standards
  • Career exploration
  • Social-emotional development and resilience building
  • Safe, structured environments that foster confidence, leadership, and connection to school

Strong Results, Real Impact
A recent survey of participating students revealed that they feel more secure, cared for, and encouraged, and many reported feeling less stressed and happier as a result of their involvement. In another evaluation survey, 100% of families who responded reported positive impacts on their child’s confidence, grades, and/or behavior.

Notably, 60% of students experienced a decrease in in-school suspensions (ISS) compared to the prior year, highlighting the value of these programs in promoting positive behaviors and engagement.
