Pennington County Celebrates Second Chances in April

Rapid City, SD – Every April, Second Chance Month encourages reflection on the importance of offering individuals the opportunity to rebuild their lives after incarceration. In Pennington County, we don’t just believe in second chances—we actively help create them through the Human Services Rebound Program, the first of its kind in South Dakota.

Launched in 2006, Rebound is a comprehensive reentry program that supports individuals as they transition back into the community. It starts at the Pennington County Jail, where participants engage through the REACT Class and one-on-one messaging with Rebound Transitional Coordinators. From there, it grows into a strong, supportive relationship that follows participants into the community with personalized guidance.

Whether it’s securing housing, connecting to mental health care, finding employment, or accessing vital resources, Rebound provides the consistent, compassionate coordination needed to help individuals succeed— and stay out of jail. Thanks to this approach, lives are changing, and community safety is improving.
