RAPID CITY, S.D. – Rapid City Police say two individuals were arrested early Tuesday morning following a shots-fired incident in a Rapid City neighborhood.
At approximately 3:50 a.m. on January 28, police were dispatched to Signal Drive in the Star Village neighborhood after reports of gunfire. A search of the area found shell casings, and video surveillance footage showed a Jeep Liberty driving through the neighborhood while a passenger fired shots into the air.
Shortly after, officers located the suspect vehicle still in the neighborhood. As the occupants exited the Jeep, a bullet was observed falling from the vehicle to the ground. A subsequent search of the vehicle uncovered a handgun with a filed-off serial number and a backpack containing a loaded syringe, which later tested positive for methamphetamine.
The driver of the Jeep, identified as 21-year-old Breanna Cottier of Rapid City, was arrested on charges including Possession of a Controlled Substance, Possession of Drug Paraphernalia, Open Container in a Motor Vehicle, Driving without a Valid License, No Proof of Insurance, and a Tail Lamp Violation.
The passenger, 22-year-old Troy Red Cloud of Rapid City, was identified as the individual responsible for firing the shots. He was arrested on charges of Reckless Discharge of a Firearm and Possession of a Firearm with an Altered Serial Number.
Both suspects were transported to the Pennington County Jail. The investigation into the incident remains ongoing.
