
SPEARFISH, S.D. – Five Spearfish City Council members this week publicly called for the removal of the City Administrator, Bobby Falcon.
The group cited concerns about performance, transparency and communication with staff and city residents.
Falcon was hired by the city of Spearfish in late 2024.
The Spearfish City Attorney told council members he would seek guidance from the State Attorney General on whether the council could terminate Falcon with approval from the mayor.
Falcon addressed the crowd, responding to online discussion about a 1995 felony conviction out of North Dakota, which he said were later pardoned with the removal of guilt by officials in 2022. Spearfish Mayor John Senden stated Falcon was honest during the hiring process and that his background check came back clean.
Residents in attendance at the Monday meeting voiced frustration, however, over communication issues and a perceived disconnect between city leadership and the public, not his prior conviction.
The council on Monday night also advanced an ordinance restoring its authority over hiring decisions, reducing the city administrator’s powers.
