SD Senate Unanimously Passes Six of Attorney General Jackley’s Bills

PIERRE, S.D. – The South Dakota State Senate gave final approval Thursday to six legislative bills proposed by Attorney General Marty Jackley, advancing measures focused on government transparency, election integrity and public safety.

The legislation addresses issues affecting residents across South Dakota, ranging from the regulation of synthetic cannabis products to the protection of personal genetic data.

“These bills focus on what has always been my main objective as Attorney General – protecting South Dakota citizens and their property,” Jackley said. “These are strong bills; made even stronger by the input received from legislators and stakeholders.”

Eight of the Attorney General’s 10 proposed bills have now passed the Senate and will move to the House of Representatives for consideration.

The package approved Thursday includes Senate Bill 17, which prohibits candidates or political committees from accepting contributions or loans from foreign nationals. While Senate Bill 17 was approved following floor debate, the remaining five measures were placed on the consent calendar. All six bills ultimately received unanimous approval.

Several of the bills impact how local governments, including those in Rapid City, handle public business. Senate Bill 48 clarifies that official open meeting agendas must be posted online at least 72 hours before a meeting begins. Senate Bills 46 and 47 modify requirements for open meeting agendas and executive sessions, establishing penalties for non-compliance.

The Senate also approved Senate Bill 45, which revises regulations regarding delta-8 tetrahydrocannabinol, THC-O acetate and hexahydrocannabinol for individuals under the age of 21.

Additionally, Senate Bill 49 was passed to safeguard the privacy and security of personal genetic data and provides civil penalties for violations.
