RAPID CITY, S.D. – The Baseball Parents Inc. Board announced Monday that Rich Downs has been named the new head coach of Rapid City Post 22 Baseball, effective immediately.
Downs, who possesses a history of developing competitive programs at the collegiate and American Legion levels, takes the helm of one of the most storied programs in the region. His coaching background includes experience at the NCAA Division I, Division II, and NAIA levels. Notably, Downs served as a coach on five of the eight Post 22 teams that reached the American Legion World Series.
The board indicated that the decision to transition to Downs followed a formal vote, with the move taking place without delay to maintain program momentum and continuity. Downs is expected to focus on a philosophy that balances a team-first approach with individual skill development, emphasizing mental resilience and academic excellence.

“I have enjoyed the honor to serve as the Post 22 Baseball head coach for the past 8 years and am proud of what the organization has accomplished,” said outgoing coach Kelvin Torve. “Our program is financially sound, athletically talented, and has the best facilities in the upper Midwest – Post 22 Baseball is in a strong position to improve upon our storied history. It has been a privilege to work with our GM, Wayne Sullivan, our coaches and players, and I look forward to the continuing success of Post 22 Baseball. Go Hardhats!”
The BPI Board expressed gratitude for Torve’s leadership and his role in developing young athletes in Rapid City during his eight-year tenure.
