Rapid City Officials Commend County Commission on Library Funding Vote

RAPID CITY, S.D. – City officials commended the Pennington County Commission’s decision earlier today to provide $320,000 to the Rapid City Public Library for 2026. The Commission’s vote authorizes library services to county residents for the next year.

The approved funding marks a significant compromise following weeks of uncertainty. In October, the commission had proposed slashing the county’s contribution to just $81,000, a steep drop from the typical funding level of approximately $475,000. That proposal sparked public concern over the potential loss of access for residents living outside Rapid City limits.

“The commission’s vote will enable us to continue providing most of the services county residents have utilized and relied upon for many years,” said Library Director Terri Davis.

Davis says the Commission’s funding will allow for the continuation of Sunday library services, which was an issue of primary concern for library users. Davis also said the library will not charge user fees to county residents who pay into the library levy. She said some collections and library services will be reduced, although specific reductions have not been determined.

During previous discussions, Davis had warned that the initially proposed budget cut could have forced the library to eliminate Sunday hours, reduce bookmobile stops and charge fees for county cards. The approved $320,000 ensures those drastic measures are avoided, though the amount remains lower than previous years.

“I commend the commissioners for their efforts to consider options, listen to feedback and reach a decision that will continue to ensure library services in the year ahead,” said Rapid City Mayor Jason Salamun.

The Commission voted 4-1 to approve the library funding.
