RAPID CITY, S.D. – A surge in late-year construction activity has Rapid City, South Dakota, closing in on a major financial milestone. The City issued 158 building permits in November with a combined valuation of more than $21.2 million, marking the second-highest November for permit valuation in the past six years.

With only one month remaining in the year, the City has issued 2,236 building permits with a combined valuation total of $378.6 million. These figures currently rank this year as the fourth-highest for permit valuation in the city’s history.

December’s forthcoming data will determine where the final annual total ranks among previous high-performing years, including 2024, which saw $383.6 million, 2021 at $393.5 million, and the record-setting year of 2023, which reached $463.5 million.

“With December’s numbers, we’ll easily have the third-highest valuation total on record, and possibly the second highest,” said Community Development Director Vicki Fisher. “A solid finish might even put us close to the $400 million mark in combined building permit valuation.”

Four specific permits issued in November exceeded $1 million in valuation each, contributing significantly to the monthly total.

The largest permit, valued at more than $7.3 million, was issued to the Monument Health Network, Inc. for the Ronald McDonald House located at 3140 Elm Avenue. RCS Construction Class A is listed as the contractor for the project.

Additionally, a permit valued at $5 million was issued to the City of Rapid City for facility improvements at the Mountain View Water Treatment facility at 1111 Mountain View Road, also contracted to RCS Construction Class A.

Residential infrastructure also saw growth, with two permits valued at $1.3 million each issued to Forty Four LLC. These permits are for the construction of two 15-unit apartment complexes located at 1936 and 1944 Provider Boulevard, with Zeisler Construction serving as the contractor.
